Short/mid-term hydrothermal dispatch and spot pricing for large-scale systems - the case of Brazil

This paper describes the official model for setting the spot price and hydrothermal dispatch of the multi-area Brazilian system. The large-scale multistage stochastic optimization problem comprises weekly/monthly periods and is solved by parallel multistage Benders decomposition, minimizing costs with a conditional value-at-risk criterion. The hydro production function considers variation of efficiency and maximum discharge with the head, and the effect of spillage. Practical hydro constraints are included, such as discharge, inflow and storage limits, flood control, spillway operation and multiple uses of water, as well as time-linking requirements for thermal dispatch. Constraint violations are handled by an exact penalization scheme that ensures a feasible operation without affecting marginal costs. We present real results of spot prices, hydro/thermal generation and storage levels for the rolling-horizon operation of the Brazilian system during 2016/2017. The impact of a dc model of the electrical network by an inner two-stage iterative process is also assessed.
